The deliberations in this article concentrate on the issue of the legal character of obligatory contributions to the guarantee funds of banks and credit unions. The article explains the reason and the purpose of establishing the deposit guarantee scheme for banks and credit unions. Moreover, an attempt has been made to define the legal status of Bank Guarantee Fund and to explain the character of the legal acts – resolutions – issued by the Fund Council with regard to the amount of contributions to the guarantee fund of banks and credit unions. The said resolutions of the Fund Council on each occasion materialize the obligation of banks and credit unions to pay the contribution on the terms and conditions set therein.

Financial Stability Board carried out consultations to assess impact of financial reforms, mainly Basel III and new OTC derivatives regulations, on infrastructure finance, to identify if there are any major unintentional  negative effects of the new legislation. Polish consultations initiated and managed by European Financial Congress involved 20 experts, and final position was reached through modified Delphi method. The conclusions from the research indicate that the impact of OTC derivatives market reforms on infrastructure finance is limited, while Basel III led to increased cost and shortened tenor of financing. Thus an unintended consequence of the reforms is the dominance of external financing in form of on balance sheet corporate finance over typical for such projects leveraged project finance.

Although IBOR rates are widely used on the financial market, the Global Financial Crisis has resulted in discussion on the information value of them. As a consequence, financial market participants face the challenge of benchmark reform. In particular, this problem concerns the Polish credit market, which is dominated by floating rate loans. In the light of new regulation, this may led to a serious financial stability risk, related both to the methodology adopted as well as the schedule of implementation. Therefore it seems important to review the work carried out in this field on the domestic financial market, together with the analysis of the opportunities and threats resulting from the adopted solutions.

This article presents value migration phenomenon with attempt to indicate its stage for polish banking sector. Study was based on banks which are listed on the Warsaw Stock Exchange. The general overview of literature gave the possibility to evaluate performance of selected value migration indicators – it was a crucial to perform own empirical study. Performed studies reveal that polish banking sector is in stabilization stage with likely symptoms of long-term value outflow. Character of computed statistic measures clearly shows that there is no inflow of new value to polish banking sector. Moreover, this paper contains an attempt to create expected business model of value-inflow oriented financial institution of the future.

he article presents the conditions for the acceptance of payment cards by commercial and service entities. The author has set up five research hypotheses that have been verified based on the results of the logistic regression model. The results showed a strong link between the shadow economy and the development of non-cash transactions. Not only the non-cash turnover can affect the reduction of the shadow economy, but there is also an impact in the opposite direction – the occurrence of a large gray area in a given industry is a serious barrier to the development of card acceptance in its environment. This creates a significant threat to the activities of the Non-Cash Payment Support Program, which, due to the resistance of companies, resulting from the very strong impact of the shadow economy, may not be fully successful. Therefore, it is fully justified to introduce legal regulations that will reinforce the activities of this Program and overcome the barrier to starting acceptance of the cards. Apart from the econometric method, the article also uses a literature method, based on national and foreign scientific journals as well as extensive statistical data.
